As the UAE continues to strengthen its financial regulatory framework, Anti-Money Laundering (AML) compliance has become a critical obligation for both financial institutions and Designated Non Financial Businesses and Professions (DNFBPs). Businesses operating in sectors such as real estate, accounting, company formation, precious metals, and consultancy are increasingly required to demonstrate effective AML and Counter Terrorist Financing (CFT) controls.

Under UAE Federal Decree Law No. 20 of 2018 and Cabinet Decision No. 10 of 2019, regulated entities are required to implement risk-based AML compliance measures, conduct Customer Due Diligence (CDD), maintain internal controls, monitor suspicious activities, and report suspicious transactions through the goAML platform.

The UAE Ministry of Economy has clarified that DNFBPs must register on the goAML system and establish procedures for reporting suspicious transactions and maintaining AML/CFT compliance obligations.

An effective AML compliance framework typically includes:

  • Enterprise-Wide Risk Assessment (EWRA)
  • AML/CFT Policies and Procedures
  • Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD)
  • Targeted Financial Sanctions (TFS) Screening
  • goAML Registration and Reporting Support
  • Suspicious Transaction Report (STR) and Suspicious Activity Report (SAR) Guidance
  • AML Staff Training and Awareness
  • Ongoing Compliance Monitoring and Documentation

The UAE continues to align its regulatory framework with international Financial Action Task Force (FATF) standards. Businesses are therefore expected to maintain documented compliance controls proportionate to their operational risks and business activities.

For many organisations, AML compliance is no longer simply a regulatory requirement. Strong AML governance helps protect businesses from financial crime exposure, reputational damage, operational disruption, and regulatory penalties, while also strengthening confidence with banking partners, regulators, and stakeholders.
